Reinstala el OBS dandole a check here NEXT hasta que te sale un cuadro pidiendote que masques unos plugins para instalsrlos. Marca el cuadrito que sale y le digues dando a NEXT hasta que te salga INSTALL. Lo instalas h listo, deberia funcionarte. No es necesario reiniciar.
Algo haces mal. Y creo que una de las 2 paginas no la trabajas directo con OBS, deberia estar en tu pc para comprobarlo.
